“As diligent and hardworking as campus police are, they cannot protect all the many people on campus at all time, so let those folks protect themselves.”
State Representative Buzz Brockway plans to file a bill next week that would let students at least 18 years of age carry electroshock weapons on all of Georgia's public campuses. The bill, according to Brockway, was written after he discover...ed students are allowed to carry pepper spray on campus but not Tasers or stun-guns.
Many Georgia lawmakers are pushing for legislation that would permit students to carry handguns on campus but state law currently prohibits concealed handgun license holders from exercising their rights on school grounds. Most efforts to bring guns to campus have stalled at the capitol because university presidents oppose the idea. House Bill 544, which would allow anyone to carry guns on Georgia's public campuses, was introduced in 2015 but has not received a committee hearing.
“Students told me they were not allowed to carry pepper spray with them on campus. I thought this was strange so I did some research. I found they were mistaken, and they are allowed to possess pepper spray and similar chemically based protection items. However, several of the public colleges I examined in Georgia explicitly prohibited stun-guns and Tasers on campus. So I decided to introduce a bill to change that,” Brockway told Campus Reform.
Brockway added that he thinks campus police departments are not staffed well enough to account for all of the crimes on campus.
“What I hear from students, faculty, and other campus employees, especially folks at colleges and universities in the city of Atlanta, is a desire to protect themselves,” he said. “As diligent and hardworking as campus police are, they cannot protect all the many people on campus at all time, so let those folks protect themselves.”
Some state senators, however, have raised concerns about the safety of stun-guns. Senator Vincent Fort said Tasers in the hands of college students could lead to many accidental injuries. Brockway disagrees and thinks students who purchase stun-guns will be responsible enough to avoid injuries.
“Pepper spray is allowed and we don't see much misuse of those products on college campuses. I think the people who will choose to purchase electroshock weapons for their personal protection will act responsibly,” Brockway argued.
Unlike campus carry legislation, Brockway's bill would not require students to pass a background check before purchasing a stun-gun.
“As best I can tell, there is currently no requirement in Georgia law for screening or training before purchasing Tasers, stun guns or other electroshock weapons and my bill does not require those things either,” he said.

For the first time, students at Georgia's public colleges and universities will be allowed to legally carry stun guns, starting Friday.
State Rep. Buzz Brockway, R-Lawrenceville, sponsored the bill and told Channel 2's Lori Geary this is all about safety.
“During the session, I was getting calls, especially from students at Georgia State, because there were three robberies in the library while we were in session, so there were a lot of students who contacted me to say, 'Hey can I have one now?'" Brockway said.
Brockway said most campus policies prohibited the electroshock weapons on campus but this state law will trump those policies.
Earlier this year, Gov. Deal vetoed the campus carry bill, which would have allowed licensed gun owners to bring their weapons onto campus, excluding dorms, fraternity and sorority houses and sporting events.
Georgia HB 792 allows anyone 18 years or older or currently enrolled in a Georgia public college to carry a stun gun anywhere on campus.
University System of Georgia spokesman Charlie Sutlive released a statement to Geary, saying “Our … institutions are aware of HB 792 taking effect July 1, and we have been working directly with our campus chiefs of police and safety departments in preparation.”
The system's chief of police sent out a memo to all campus public safety directors alerting them to the change in the law.
Georgia Gwinnett College student Ashley Flagg told Geary she would not carry a stun gun because she's afraid it would be used against her. Flagg, though, also said this was about her rights as a student.
“I think we should have the right to be able to carry it because in some cases people feel like they are threatened on campus," Flagg said.
Chelsea Jackson, also a student at GGC, said stun guns should not be allowed.
“Just something else to give you an excuse to be violent to somebody because you want to. If someone pushes you in the hallway the wrong way or they step on your toe, if that person is having a bad day, then what?" Jackson said.
Brockway said, “We trust college students to fight wars for us, to drive, to get married, to make all sorts of decisions. I think we can count on them to act wisely and protect themselves.”
The law goes into effect Friday.

Taser International Inc. debuted its new updated consumer self-defense weapon Tuesday at a Las Vegas firearms conference.
The Taser Pulse is a smaller, discreet sub-compact design so private citizens can carry the stun gun either in their pocket, purse or holster, said Taser spokesman Steve Tuttle.
“We realized that bulky is not good for consumers,” Tuttle said. “The original one was pretty big. This is meant to be carried around. If it's not small it becomes a nightstand device. We want it to fit in a pocket or purse with an intuitive design.
While Scottsdale-based Taser (Nasdaq: TASR) originally started selling to consumers and first started selling its Air Taser consumer model in 1994, a year after the company started, the Pulse is the first consumer upgrade since 2007, Tuttle said.
Taser began selling its stun guns to law enforcement in 1998 as demand grew, and now more than 18,000 law enforcement agencies in 107 countries use Tasers.

In 2009, there were over 270,000 reported cases of rape or sexual assault against women in the U.S. Every 12 seconds a woman is beaten by a man; 4 women each day are reported beaten to death; 1 in 6 women will be sexually assulted in their lifetime; and college-age women are 4 times more likely to be sexually assaulted than any other demographic. Violence against women knows nothing about socio-economic, educational, racial or religious boundaries.
So, what measures can be ta...ken to reduce these numbers?
Women today are choosing to fight back! In nearly every community you can now find instructional training for women that promotes security, safety, and self confidence from knowing how to defend yourself from the threat of attack.
But the fact most men are physically stronger than women means women need a more efficient way to protect themselves against violent crime. They need something powerful and easy to use so they can take down someone who is bigger and stronger than them. Carrying self defense devices are added insurance. At up to 20 million volts, these legal self defense Stun Guns for Women are the perfect answer.

There is so much information available on the Internet, it can sometimes be overwhelming. When it comes to self-defense this is no exception. A large amount of information is available about various self-defense products, techniques and tips from experts. With all this online self-defense information, there is just no excuse for people not to invest in the product or experience necessary to guard themselves against an assailant.
National law enforcement statistics tell us that more than 1.3 million crimes are committed every year. Don't be a victim to a carjacking, forcible rape, aggravated assault or robbery and don't become a statistic. If you have knowledge of self-defense or carry a self-defense device, you have the additional tools to prevent an attack, or free yourself, should it happen.
A lot of people prefer buying online self-defense products, as they feel that the websites have more in-depth information about the various products. Some sites are experts in self-defense and feature blogs and discussion forums where many people can interact and ask questions, share experiences or receive additional information.
Online self-defense portals provide a variety of non-lethal self defense products, either for the home or to carry with you. The best sites also suggests books and videos, offer free articles and e-mail newsletters which will assist you in learning more and more about this vital subject.
When you are generally uncomfortable going to a local store for your personal safety devices, online self-defense websites are a good answer. These sites will carry all types of personal safety items -- stun guns, TASER™ devices and pepper sprays, for example. Today's technology allows these products to fit into a pocket or purse, and work effectively in stopping an attack.
Crime statistics show that self-defense protection is needed at home as well as away. FBI crime figures show that a burglary takes place in an apartment, condominium or a house once every 15 seconds. In many shocking cases, somebody is at home at the time but did not hear the intruder until it was too late. Numerous home safety products can help.
There is often a much more extensive collection of online self defense products than there are in traditional brick and mortar retail stores. Apart from conventional home security services such as window and door alarms and motion detectors, other methods are available to protect your home. Door braces, fake TVs, Safety Beams and electronic dog alarms are examples. An extensive selection of products for the home or to carry with you make it affordable and sensible for everyone to protect their own personal safety.
Look for a Web store, like THE COVERT EYE, that specialize when you are shopping online for self-defense devices. For example, we carry a full line of Mace, Wildfire, Tornando, Streetwise, and Pepper Shot Pepper Sprays, along with several types of animal repellents, as well as non-leathal self defense weapons from makers like Taser, Stun Master, Z-Force, Streetwise, Runt, and many others. Additionally, we will often be able to advise you which items are legal for your particular state.

Sadly, every month we will get a handful of orders from individuals who happen to live in selected states or cities where the purchase or possession of such a device is made illegal. Such states include Connecticut, Illinois, Hawaii, Massachusetts, Michigan, New Jersey, New York, Rhode Island and Wisconsin. Restricted cities include Annapolis, Baltimore, Chicago, Washington D.C., and Philadelphia.
My question has always been, why is that? We are not talking handguns or assault rifles, but simply a shot of oleoresin capsicum to the eyes, or electric shock to the body, both of which are only meant to temporarily disable a person, allowing the victim time to get to safety. If you were to ask law enforcement their thoughts, nearly all of them would like to see these non-lethal devices made legal in their states. It is far better to take a report of an attempted rape from a live victim rather than from one lying in a morgue. Unfortunately, old laws are hard to overturn, and the number of reported muggings, rapes, and personal assaults continue to climb.
Not long ago I spoke with a mother, whose daughter was attending college in Massachusetts and who was concerned about her safety at night when she walked alone from the library back to her dorm room. Apparently the
campus was beautifully landscaped, but at the same time the well manicured grounds also provided excellent concealment for any would-be attacker. She wanted to give her daughter a disguised cell phone stun gun to carry with her at night for personal protection, but stun guns are illegal in that state. She then thought about purchasing some pepper spray, which in Massachusetts can only be done from a licensed firearms dealer, but then she ran up against the college's policy that made it illegal for any student to carry in their possession pepper spray or Mace while on campus grounds. It was a dilemma she wrestled with. In the end, she bought the pepper spray and gave it to her daughter, anyway. A semester later the worry became a reality. While walking back to her dorm around 10:00 at night the daughter was suddenly attacked by a single male, who forcibly grabbed her and tried to drag her behind one of the hedges. Struggling to break free, she managed to get the pepper spray in her hand and began squeezing the spray in the direction of her attacker. One of the attempts found its mark, and the attacker suddenly let go, his hands going quickly to his face and eyes. The girl then ran back to her dorm, where she immediately called campus police.
The attacker was never found, but now her daughter was facing disciplinary action from the Board of Regents for violating policy about the possession of pepper spray on college property. The mother was worried that the board members could either suspend her, or even worse, take away her scholarship. I told her that in my opinion to even consider punishing a victim of attempted rape for fighting back, no matter what the policy, is to me totally unjust and unfair. I then added, “while I know you are concerned with the hearing your daughter will be having with the Board, and what decisions could come from it, at least you should be relieved and thankful that your daughter is alive and well to even attend the hearing.”
With that, she couldn't disagree.
Here, at The Covert Eye, we believe it is the right of every American to defend themselves and their families when confronted by intimate danger and physical harm. A non-lethal self defense weapon provides the perfect means of protecting you and your loved ones in such situations, without having to resort to deadly force. If you believe that Tasers, stun guns and pepper sprays should be legal and available to anyone, no matter the state or city, we would love to hear your thoughts and opinions. Even if you have a different view, we would like to hear your thoughts as well.
